The state enterprise “Document” has introduced a one-visit procedure for simultaneous application or replacement of an ID card and an international passport. The service also applies in cases of document loss or theft.
Key points
• The new procedure is regulated by Cabinet of Ministers Resolution No. 1709 and has been in force since 25 December 2025.
• During one visit, applicants may submit documents:
– for themselves (ID card + international passport);
– for themselves and international passports for their children (up to four children under the age of 14).
Where the service is available
• The service is available at all Passport Service offices — in Ukraine and abroad.
• When applying outside Ukraine, processing time may take up to 3 months.
Tracking application status
Applicants can track the status online:
• using the details of their previous internal passport;
• for first-time ID card issuance after the age of 14 — using the birth certificate number.
